The licensing section is comprised of Foster Home Development and Foster Home Licensing. Foster Home Development staff recruit individuals and families who are interested in becoming foster and adoptive resource family homes, and provide support and recognition services to licensed foster parents. Foster Home Licensing social workers process applications for foster homes, provide training and help facilitate support groups for foster and adoptive resource parents, complete annual on-site visits and investigate licensing complaints. Child Welfare Services has approximately 1,500 licensed family foster homes throughout the County.

Nurture a child for a little while...or a lifetime.
Every month hundreds of children need a home. These children have been neglected, abused or abandoned, and need the love, care and understanding of foster and adoptive resource parents.
What do foster and adoptive resource parents do?
Foster and adoptive resource parents are people who are concerned about the well-being of children and their families.
They care for children and assist their families with reunification services. These children need loving care and a sense of belonging until their own families are able to care for them again. Children of all ages, with a variety of needs, are waiting to be welcomed into your home to become part of your family.
Who can become a foster and adoptive resource parent?
Foster and adoptive resource parents can be couples or single adults over age 18, who have the ability to support themselves. You may live in either a house or an apartment. Working parents are welcome as long as appropriate child care can be arranged. If you have a strong desire to make a positive difference in a child's life, help a family reunite and provide a nurturing, loving, and supportive environment, YOU can be a foster and adoptive resource parent.
Foster and Adoptive Resource Parents Receive...
- A monthly reimbursement for food, shelter, clothing, and recreation for each child.
- Medical and dental coverage for each foster child through the Medi-Cal program.
- On-going training to enhance their knowledge and skills so they can provide the best possible care to meet the unique needs of foster children.
- Support and supervision from agency workers.
- The satisfaction of knowing they have reached out a helping hand to children and their families when it was so desperately needed.
- The reward of knowing there is something of themselves remaining with every child and family long after child has left the home.
- The knowledge their own lives have been enriched in some way by each family they have helped.

Steps to Becoming a Foster and Adoptive Resource Parent
Becoming a foster and adoptive resource parent is a simple procedure, but takes time and determination to complete. All requirements for becoming a Foster Parent are intended to provide safety and security for both child and foster and adoptive resource parent. The steps are:
- Attend an orientation meeting
- Fill out the application forms
- Complete an adoption home study even if you only want to foster children
- Fingerprint all persons in the household over the age of 18
- Receive a Home Visit from a Foster Home Licensing social worker
- Provide First Aid and CPR certification, and a Health Report including a TB test
- Receive 27 hours of training provided by the Health and Human Services Agency in collaboration with Grossmont Community College

After completing those tasks above, you may now be ready to be a foster and adoptive resource parent and provide love and nurturance to a child.
