Per SEC. 36.418. MANNER OF ENFORCEMENT the County Sheriff shall have primary responsibility for the enforcement of SECTIONS 36.405, 36.407, 36.408, 36.412, 36.414 and 36.415, provided, however, that whenever noise level measurements are required for enforcement, the County Sheriff shall be assisted by the County Noise Control Officer and/or his duly authorized representatives with instrumentation operated and provided by the County Noise Control Officer.
Noise Control accepts noise complaints in the UNINCORPORATED AREAS of San Diego County, as well as for the following cities:
City of Chula Vista
City of Encinitas
City of Vista

Dog/Animal Noise
Engines and Motor Vehicles
Off Road Vehicles
Stereos/Radios/Televisions/Musical Instruments and Similar Devices
PA System
Horns and Signaling Devices
Burglar Alarms

You can complain about any kind of noise that is disturbing to you.
The initial letter that is sent out is a warning letter that may alert a neighbor to a potential problem that they did not know existed. The continued investigation will determine whether or not the alleged offender is breaking the County Code or not.
This office accepts noise complaints for the UNINCORPORATED AREAS of the County of San Diego, for every type of noise, with the exception of:
Air Traffic Noise
Military Base Noise

Excessive noise can be harmful to the health and welfare of citizens. The County Noise Ordinance defines noise and regulates it by type, land-use zone, and time of day. Events or actions may be prohibited if they cause a noise disturbance.
