The Site Assessment and Mitigation Program is located at the County Operations Center at 5500 Overland Avenue, Suite 110, San Diego, CA 92123.
All documents submitted to SAM should be sent to P.O. Box 129261, San Diego, CA 92112-9261.
The primary goal of the Site Assessment and Mitigation Program (SAM) is to protect public health, water resources, and the environment from releases of contaminants by providing oversight of assessments and cleanups in accordance with the California Health and Safety Code and the California Code of Regulations (CCR).
